US$150 million of United States Notes is authorized, of which $60 million is legal tender. 1863 - US President Abraham Lincoln signs the National Currency Act into law, creating national banking system, comptroller of currency, allowing qualified banks to issue government-sponsored paper money in the banks' names. 1891 - Charles Foster takes office as Treasury Secretary. 1901 - US Steel Corporation organizes under directorship of J.
